April 2, 1987 <br /> <br />Mr. Charles McGinnis <br />County Manager <br />Cabarrus Courthouse <br />Concord, N. C. <br /> <br />Dear Mr. McGinnis: <br /> <br /> The Community Based Alternative Program received $16,925.00 from the- <br />North Carolina Department ef Human Resources as expansion money for the <br />fiscal year 1986-1987. Piedmont Area Mental Health applied'*to*.theiCBA:board <br />and to the county commissioners for permission to use these funds for a <br />drug education program. Permission was granted. However, the Mental Health <br />Clinic has not been able to begin this program. <br /> <br /> The CBA board does not want to see these funds reverted, therefore, we <br />are asking permission to use these funds in our Cabarrus County/Kannapolis <br />City 5chool Counseling Program. This program has already been approved by <br />the county commissioners and the additional funds would simply expand our <br />on-going program. <br /> <br /> These funds are received from the State and require no local match.
