DAVID M. GRIFFITH AND ASSOCIATES, LTD.
1100 LOGGER COURT, BUILDING D. SUITE 100
RALEIGH. NORTH CAROLINA 27609 ~g19; 876-8042

April 15, 1987

Mr. Charles D. McGinnis
Cabarrus County Manager
Courthouse, Box 707
Concord, North Carolina 28025

Dear Mr. McGinnis:

Office of Management and Budget Publication A-87 requires
that a new cost allocation plan be developed each year.
Therefore, we propose to prepare your 1987 cost allocation plan
update for a fee as indicated in the attached contract. Our firm
is continuing to expand our line of services, and we are
therefore able to again contain fees by allocating our overhead
and fixed costs over a wider base.

We are continuing to explore methods of increasing revenues,
primarily in the areas of user fees and charges to Enterprise
Funds. We have recently completed engagements in several
counties, and it is still apparent that significant revenues are
available by charging full costs for services such as landfill
operations, EMS, planning, zoning, inspections, environmental
health, etc.

Additonally, Hal Scott is continuing to expand our personnel
management services and has completed engagements in Brunswick,
Craven, Cleveland, Wayne and Carteret Counties, and we are under
contract to complete personnel assessments, classification and
pay studies, etc. in several other localities.

Please contact us if you would like to discuss any of these
important services. We stand ready to assist you within our
areas of expertise as necessary.
