Executive Order 96, in support of the Federal Farmland Protection <br /> Policy Act, provides that local Soil and Water Conservation District Boards <br /> review proposed State actions and determine if "proposed State actions will <br /> have significant adverse effect on prime agricultural and forest lands in <br /> the District." Further, the state policy provides that the report of the <br /> local board "include recommendations of feasible and prudent alternatives <br /> to the proposed State actions, when appropriate." - <br /> <br /> The Cabarrus Soil and Water Conservation District reviewed the Draft <br /> Environmental Assessment (December (lg86) and by a Resolution dated <br /> February 10, 1986, expressed concern that soils'~ata provided by the SCS <br /> to Wilbur Smith and Associates was not adequately considered; that state <br /> and federal policy for the conservation of Prime Agricultural and Forest <br /> Land was not properly addressed and that a sufficient number of sites for <br /> the development of an Airport were not evaluated. <br /> <br /> The Cabarrus Soil and Water Conservation District Board has reported its <br /> findings and they are enclosed. Staff in the Division Of Soil and Water <br /> Conservation submit review comnents as follows: <br /> <br /> 1. The impact of t~e proposed Airport on Prime Agricultural and <br /> Forest Land has not been properly addressed and is incomplete. <br /> By letter dated June 21, 1986 to Hugh Price, SCS District <br /> Conservationist, the fim Wilbur Smith and Associates requested <br /> "soil characteristics" for the Coddle Creek, Poplar Tent and <br /> Harrisburg sites and that he "indicate whether each site contains <br /> prime and unique farmland as defined in the Farmland Protection <br /> Policy Act of 1984 (FPPA)." The data was requested for an area <br /> of approximately 300 acres outlined on "three portions of the <br /> topographic maps illustrating the approximate proposed runway <br /> <br /> <br />
