1987 <br /> <br />Nr. Charles McGtnnis, County Manager <br />Cabarrus County Courthouse <br />Concord, N. C. 28025 <br /> <br />Dear Mr. McGinnis: <br /> <br /> The Cabarrus County Community Based Alteroatives Task Force has <br />requested to be on the agenda for the ~iay 18, 1987s commissioners meeting to <br />present a grant application. Again this )'ear the task force is recommending <br />that the count), apply for CBA funds to continue the operation of the <br />Temporary Shelter Care Project. The original CBA funding was started in <br />~larch, 1980, and the facility has continued to operate basically the same <br />since then. <br /> <br /> Cabarrus County Department of Social Services contracts with Lutheran <br />Family Services to provide temporary shelter care for five (5) children st a <br />time for a maximum of ninety (90) days each. This year, we expect to place <br />twenty (20) children in this facility. This shelter houses Juveniles being <br />referred from Juvenile Court who have been adjudicated as delinquent or <br />undisciplined. These children have been found guilty of charges ranging from <br />runaway and truancy behavior to larceny and rape. Foster families cannot <br />maintain these children in a foster family setting and a behavior <br />modification program with trained staff is necessary for these children to <br />prevent further court involvement and further damage to persons or property <br />in the com~unity. <br /> <br /> Attached is the CBA grant application which shows a total operating <br />budget of $130.221.00 for the year. Of this, $8~,500.00 is from CBA funds; <br />$18,900.00 is from local funds and $26,821.00 from Lutheran Family Services. <br />Cabarrus Count)' Department of Social Services will again contract with <br />Lutheran Family Services to provide this shelter. The proposed contract for <br />the fiscal year 1987-88 is $8,616.00 monthly and $i03.400.00 yearly. The <br />percentage of increase in local funding is 2.8Z of the total budget over last <br />year. This is because of the loss of JJDP funding and yearly costs increase <br />for operations. <br /> <br /> We request the commissioners~ approval of our applying for the CBA <br />funding and appreciate your considering the continuation of this program.
