Hammer, Jr./Land Records Manager <br /> Date: May 22nd, 1987 <br /> Subject: Recommendation of contractor to rectify and prepare <br /> County Tax Naps for a Geographic Information System. <br /> <br /> On May ]5th, 19B7, Cabarrus County opened bids by qualified mapping <br /> contractors who proposed to do work for the county involving rectifi- <br /> cation & digital formatting of it's tax maps using the newly prepared <br /> orthophotography as a base. The final product of this work will be <br /> totally accurate & reliable maps that can be utilized on a Geographic <br /> Information Mapping System ( GIS ). Information such as flood plains, <br /> property ownership, roads & waterways, acreage, fire, school,& voting <br /> districts, etc. will be digitized & available for county use in any <br /> configuration it desires. Nhen this mapping information is linked to <br /> the IBM's data base of tabular tax information, the county will pos- <br /> sess a powerful management & planning tool that will be both benefi- <br /> cial & cost effective for both taxpayers & county personel. <br /> Countys similar to Cabarrus that have chosen to manage information <br />this way have been quoted prices of $ 17.00 to $ 22.00 per parcel. <br />Our quoted prices have been in the $ 5.00 per parcel range because <br />the Land Records Staff will participate directly with the contractor, <br />helping compile much of the preliminary data & doing all research & <br />cartographic problem solving throughout the project. Other counties <br />may not have a qualified & capable Land Records & Cartographic Staff <br />such as ours, thus having to pay the contractor for this. By having <br />the Land Records Staff participate in this manner, we will also be <br />able to more closely supervise the project & help guarantee a quality <br />product. <br /> <br /> Prices quoted were as follows: <br /> <br /> 1. Woolpert Consultants $ 472,500.00 <br /> 2. A.T.& T. $ 292,500.00 <br /> 3. L. Robert Kimball & Associates $ 255,000.00 - <br /> 4. Landmark Engineering $ 218,250.00 ~ D.\~- <br /> I have reviewed all proposals & closely analyzed Kimball's & Land- <br />mark's. Both firms are qualified to do a superior job for the County. <br />Because of the experience in doing this type of work & the advantage <br />of having the contractor relatively close, I am recommending that the <br />firm of Landmark Engineering be awarded this contract.
