One of the elements that 1 <br /> think would have been good to have included in the report would have been <br /> your model for s~liciting citizen's input during the airport planning <br /> process (times ,locations and the number of people affected). This <br /> should include the television exposure time and local newsmedia sponsored <br /> aviation-interest survey that was conducted during the course of your <br /> airport study. I think all of this was an excellent effort on your part <br /> as you sought to bring about effective citizen's participation. <br /> <br /> All of the concerns raised in the A-95 Review process were addressed in <br /> your report to the extent that all of the planning "negatives" were <br /> e~osed as well as the positives relating to each proposed airport site. <br /> Your airport planning process in Cabarrus was done in a professional <br /> manner and meets our standards for an "update" master plan study. <br /> <br /> The cu~,ents from the local Soils and Water District office are <br /> understood in the context that it appears that they do not fully <br /> understand the airport engineering elimination process of undesirable <br /> sites, regardless of the soil type. There is nothing in the state's law, <br /> as to my knowledge, that viii prohibit any public 8ovex'ning body from <br /> making use of prime farm land for public use, if it chooses to do so. <br /> So, to.present soil infor~ation only on one site instead of the several <br /> that were being considered would appear to be partial by those not fully <br /> understanding the elimina£ion process mentioned above. <br /> <br /> <br />
