Association of County Commissioners <br /> <br /> · - Information Alert <br /> MEMORANDUM <br /> <br /> TO: County Managers <br /> <br /> FROM: Ed Regan, Assistant Executive Director <br /> <br /> DATE: July 10, 1987 <br /> <br /> SUBJECT: Proposed,Public School Building Capital Fund and the <br /> Critical School Facilities Needs Fund <br /> <br /> As you know HBl155 (New Schools for North Carolina) is moving toward <br /> passage. We expect final action on the bill in the House next week in <br /> the form of concurrence in the "Hold Harmless" amendment made by the <br /> Senate at the request of the Association. <br /> <br /> We have received a number 'of questions from county officials regarding <br /> the funding for school construction which is included in the bill. At <br /> this point, we cannot answer some of the questions that deal with <br /> administrative procedures. These procedures will be developed during <br /> the next two months by the State Treasurer and the Office of State <br /> Budget and Management. <br /> <br /> On the other hand, there are a number of questions which we can answer <br /> based on the provisions of the bill. A summary follows. <br /> <br /> 1. Assistance Funds <br /> <br /> There are two funds established by the bill. The first is the <br /> Public School Building Capital Fund which will provide assistance <br /> to all counties based on Average Daily Membership. A preliminary <br /> projection of amounts available to each county during the first <br /> six years is attached. Please allow for a 5% margin of error in <br /> these estimates. <br /> <br /> The second fund is the Critical School Facilities Needs Fund. <br /> Monies in this fund will be used for grants to help counties with <br /> the greatest school building needs and limited local revenue <br /> capacity. An independent commission will be established to <br /> determine critical needs and eligible counties.
