It is a <br /> request to the State Board of Community Colleges to authorize the Trustees of <br /> Rowan Technical College to transfer satellite campus property (see enclosed <br /> copy of general wa~ranty deed) te the Commissioners of Cabarrus County while <br /> concurrently signing a 49-year lease for the facility. Transfer of land will be <br /> contingent upon a successful bond referendum in December of 1987. <br /> <br /> Tom, I would like the State Board to know that our satellite campus operation <br /> in Cabarrus County is, in many ways, unique. Please bring the following infor- <br /> mation to their attention. If you prefer, I will come myself and make a <br /> presentation. <br /> <br /> As you know, Rowan Tech has served both Cabarrus and Rowan Counties for <br /> more than 25 years. The center of population surrounding the cities of Concord, <br /> Kannapolis, and Salisbury is of sufficient size to support the fairly large and <br /> comprehensive occupational college needed to meet educational needs and promote <br /> economic development in the two-county region. About a third of our enrollment <br /> and budget has long been generated by the Cabarrus portion of our service region <br /> even though enrollment potential has been restricted by inadequate facilities <br /> in Cabarrus. For many years, Rowan Tech programs operated in facilities donated <br /> by Cannon Hills. As Cannon control receded and Cabarrus began to assume responsi- <br /> bility for its own destiny, Rowan Tech strengthened relationships with community <br /> leaders. A broadly representative Cabarrus Advisory Council was formed to assist <br /> the Rowan Technical College Trustees in fulfilling their responsibilities for <br /> offering adequate educational programs in Cabarrus County. <br /> <br /> Unlike many parts of North Carolina (where local vested interests have <br /> prevented regional cooperation and caused a proliferation of two-year colleges <br /> that are sometimes unnecessarily duplicative), the Rowan-Cabarrus region has <br /> worked together cooperatively. <br /> <br /> At a joint meeting of the Rowan ~echnical College Trustees and the Cabarrus <br /> Advisory Council in Cabarrus County on November 29, 1982, the following goals were <br /> adopted. <br /> <br /> <br />
