Mr. Thomas C. King, Jr.
Page Three
September 21, 1987

In order to match the two million dollars of state money, the Board of
Commissioners of Cabarrus County decided to call for a bond referendum on
December 15, 1987. Bond counsel in New York stipulated that in order to fulfill
statutory require~ients, the Trustees of Rowan Technical College should transfer
title of the property to the Board of Commissioners of Cabarrus County and
concurrently sign a 49-year lease for the Trustees of Rowan Technical Colleg9 to
offer educational programs at the satellite facility.

This letter requests approval to transfer title and sign a 49-year lease,
These cooperative arrangements to meet regional education needs without wasting
public resources through competitive and unnecessary duplication certainly is in
the best interests of the citizens of North Carolina.

Sincerely,

R.
