Little, Dirccto~ August 4~ 1987 To: Cabarrus Board of County Commissioners and County Haunter From: Cabarrus County Parks and Recreation Advisory Commission Subject: Comprehensive Mast=r Plan Update - 1987 In this proposal, The Cabarrus County Parks and Recreation Advisory Commission desires to address the need to formulate an updated Master Pla~ for Parks and Recreation Facilities in Cabarrus County. The Five Year Plan and Sub-Flan Proposal is a joint effort by the Cabarrus County Planning Department; the Cabarrus County Parks and Recreation Advisory Co~nmission; th= Cabarrus County blanager; Mr. Gardner Gidley, Consultant and author of the 1980 Master Plan; and the Cabarrus County Parks and R~creation Staff. A Master Parks and Recreation Pla%, is undertaken as a 25-year directive with sub-plans or modifications offered to permit flexibility and meet unexpected or rapidly changing factors that might influence population d=nsity, movement, or land use part=ms. Cabarrus County has experienced tremendous changes and growth in populations over the past seven y=ars. Through the directions and recommendations of the agencies and con.~ultants, it has been recommended that Cabarrus County acquire and develop Community Parks in Midland, Rarrisborg and in South Kannapolis. Developing these community parks ant] the two large district parks will provide comprehensive and well bslanced recreational opportunities. The major point is public parks and other recreational facilities sholtld be situated in an ~quitabl~ manner so that all citizens may have tbe opportunity to enjoy th~m. The Cabarrus Board Of County Commissioners approved the Master Plan i.n the Spring of 1980 on the principles of acquiring and developing two large r~gional parks s~rving the North and South. On July 30, 1987, th~ Cnbarrus County Parks and Recreation Advisory Commissioll reviewed and approved the concept of acquiring and developing thr~e community parks in Cabarrus County. To implement this proposed plan, the Cabarrus Parks and Recrcatio*] Advisory Commission requests approval from the Cabarrus Board of County Commissioners.
