The Five Year <br /> Plan and Sub-Flan Proposal is a joint effort by the Cabarrus County Planning <br /> Department; the Cabarrus County Parks and Recreation Advisory Co~nmission; <br /> th= Cabarrus County blanager; Mr. Gardner Gidley, Consultant and author <br /> of the 1980 Master Plan; and the Cabarrus County Parks and R~creation Staff. <br /> <br /> A Master Parks and Recreation Pla%, is undertaken as a 25-year directive <br /> with sub-plans or modifications offered to permit flexibility and meet <br /> unexpected or rapidly changing factors that might influence population <br /> d=nsity, movement, or land use part=ms. Cabarrus County has experienced <br /> tremendous changes and growth in populations over the past seven y=ars. <br /> Through the directions and recommendations of the agencies and con.~ultants, <br /> it has been recommended that Cabarrus County acquire and develop Community <br /> Parks in Midland, Rarrisborg and in South Kannapolis. Developing these <br /> community parks ant] the two large district parks will provide comprehensive <br /> and well bslanced recreational opportunities. The major point is public <br /> parks and other recreational facilities sholtld be situated in an ~quitabl~ <br /> manner so that all citizens may have tbe opportunity to enjoy th~m. <br /> <br /> The Cabarrus Board Of County Commissioners approved the Master Plan <br /> i.n the Spring of 1980 on the principles of acquiring and developing two <br /> large r~gional parks s~rving the North and South. <br /> <br /> On July 30, 1987, th~ Cnbarrus County Parks and Recreation Advisory <br /> Commissioll reviewed and approved the concept of acquiring and developing <br /> thr~e community parks in Cabarrus County. To implement this proposed plan, <br /> the Cabarrus Parks and Recrcatio*] Advisory Commission requests approval <br /> from the Cabarrus Board of County Commissioners. <br /> <br /> <br />
