James W. Lentz, Chairman
Cabarrus County Commission
P.O. Bo× 604
Concord, NC 28025

Dear Mr. Lentz:

RE: Service Delivery Area Designation

You have recently received a letter from the Honorable S. Thomas Rhodes, Secretary
of the North Carolina Department of Natural Resources and CommuRity Development,
briefly outlining a biennial Service Delivery Area status review. Such a review process
is the Governor's option, according to tile Job Training Partnership Act (JTPA).

The Centralina Service Delivery Area is composed of Cabarrus. Iredell, LiRcoln, Rowan,
Stanl.~ and Union Counties. A consortium including these six counties was formed in
~lune 1983. ~ssrs. ~. A. "Tony Lowder of Stanly County and Richard Messinger o~
Rowan County currently serve as Chairman and Vice-Chairman of the Consortium,
respectively.

The Consortium established a twenty member Private [ndustry Council, with members
from all six counties, to act as the primary policy body for the Service Delivery Area
and the Job Trnining Partnership Act, Mr. Dick Walker of Lincoln County and Mrs.
Peggy Dry of Cabarrus County are the Chairman and Vice-Chairman, respectively, of
tile Centralina Private industry Council.

The Centralina Service Delivery Area has been in operation for nearly four and one-
half years. During that time it has consistently performed as one of the State's best.
This can be attributed, in large measure, to the commitment and follow-through
demonstrated by tile loeat elected officials in our six counties, their appointees servin~
on the Private Industry Council, and the many dedicated service providers and
employers who have made the programs as successful as they have been.

The Administrative staff' here at Centralina is most appreciative of the opportunity to
have been involved with JTPA and the Centralina Service Delivery Area from the
conceptualization and implementation stages to the present. It is a system we can all
be proud of.

CABARRUSCOUNTY concord harrisburg kannapolis mount pleasant GASTONCOUNTY belmont bessemerc[iy cher.~ville cramerton

'
