(a) Of the f~nds appropriated by Sectlo~ ~ of this'act to tSe Department of ~atural Resources and Community Development, nine hundred ninety thousand d6ilars ($990,000] .shall only be Used as provided by this section. Each regional council of government is allocated an amount up to fifty-five thousand dollars ($55,000) with the actual amount calculated as provided in subsection (b} of this section. (b) The funds shall be allocated as follows: A share of the mazimum fifty-five thousand dollars ($55,000) shall be allocated to each county and smaller city based on the 1980 Federal Census population of that county (less the.population of any larger city mithin that county) or smaller city, divided hy the sum of the total populatiom of the region (less the population of larger cities within that region) and the total population of the region living in smaller cities. Population totals shall be according to the 1980 Federal Census, ~/cept to account for cities incorporated since the return Of that census, and in such case, the most recent annaal estimate of the Office of State Budget and ~anagement shall be used.. Those funds shall be pai~ to the regional co~ncil of government to w~ich that coun t~ or city belongs upon receipt by the office of a resolution of the governing boa rd of the county ur city requesting release of the funds. If any cit~ or county does not so request payment of. funds by June 30, ~987, that share of the allocation shall revert to the General fund.. (c) A council of goFernments may use funds appropriated by this section only to assist local governments in grant applications, economic development, community development, support of local industrial development activities, and othe~ activities as deemed appropriate by the member governments.. (d) Funds appropriated by this section may not be used for payment of dues or assessments by the member gov6rnments, and may not supplant funds appropriated by the membe~ governments. (e) As used i~ this section "iarger City" means ao incorporated city with a population of 50,000 or over. "smaller City" means any other incorporated city..
