Box 707 <br />Concord, NC 28025 <br /> <br /> RE: Addition & Alterations <br /> Cabarrus County Jail <br /> <br />Dear Mr. McGinnis: <br /> <br /> Following our review of the bid results of 10.20.87, a com- <br />parison was made of actual individual contract bid prices versus <br />our projected cost figures utilized to arrive at a $2,400,000 to <br />$5,600,000 project cost (mentioned in our letter of 3.24.87). <br /> <br /> The comparisons exhibiting the greatest degree of deviation <br />were general construction and prison equipment, which can be <br />attributed to an inflated construction market in the area. <br /> <br /> The possibility of rebidding remains as an option. Our <br />office recommends against this, however, inasmuch as the Owner <br />faces the risk of even more inflated bid prices. <br /> <br /> Our recommendation is for the Owner to negotiate for a price <br />with a plumbing contractor of the Owner's selection within 60 <br />days of 10.20.87, and accept the other low bids as submitted. <br />Awarding of all contracts can subsequently be made simultaneously, <br />to provide for in-tandem construction sequencing. <br /> <br /> Sincerely, <br /> <br /> KIMBALL ASSOCIATES, P.A. <br /> <br /> Douglas M.
