, ! <br /> <br />U. "Health Director" - the director of the Cabarrus County <br />Health Department or his authorized representative. <br /> <br />V. "Board of Health" - the Cabarrus County Board of Health. <br /> <br /> "County Commissioners" - the Board of Commissioners of <br /> Cabarrus County. <br /> <br />SECTION II - GENERAL CONDITION <br /> <br />A. All solid waste shall be stored, collected, transported, <br /> treated, utilized, processed, reclaimed, recycled and <br /> disposed of in a manner consistent with the requirements <br /> and intent of this ordinance. <br /> <br />B. Notwithstanding other provisions of this ordinance, no <br /> radioactive solid waste shall be collected and transported, <br /> stored, treated, processed, or reclaimed, except as <br /> specifically authorized by a radioactive material license <br /> issued by the State Division of Facilities Services, <br /> Radiation Protection Branch. No radioactive solid wastes <br /> shall be disposed of in Cabarrus County without prior <br /> approval of the Health Director. <br /> <br />C. Regulations pertaining to the management of solid waste may <br /> be promulgated by the County Commissioners or the Board of <br /> Health. Not less than 10 days before the adoption, amend- <br /> ment or repeal of any local board of health rule, the <br /> proposed rule shall be made available at the office of each <br /> county clerk within the board's jurisdiction, and a notice <br /> shall be published in a newspaper having general <br /> circulation within the area of the board's jurisdiction. <br /> The notice shall contain a statement of the substance of <br /> the proposed rule or a description of the subjects and <br /> issues involved, the proposed effective date of the rule <br /> and a statement that copies of the proposed rule are <br /> available at the local health department. A local board of <br /> health rule shall become effective upon adoption unless a <br /> later effective date is specified in the rule. <br /> <br />D. The Health Director shall be the primary official charged <br /> with the administration, supervision, execution and initial <br /> enforcement of regulations pertaining to the management of <br /> solid waste. <br /> <br />SECTION III - SOLID WASTE STORAGE <br /> <br />No person owning or occupying any premises shall permit any <br />solid waste to accumulate upon such premises that is not stored <br />in a manner approved by the Board of Health. <br /> <br /> -4- <br /> <br /> <br />
