Cannon Memorial <br /> Library includin9 the new Charles A. Cannon Memorial Library - Kannapolis <br /> Branch, and the Rowan Public Library System. Under the terms of this <br /> agreement, the library patrons of each county would be able to check out <br /> library materials from the libraries of either county without paying an <br /> annual non-resident user fee. Currently both the Concord and Kannapolis <br /> Cannon Libraries charge an annual non,resident fee of ten dollars and <br /> Rowan Public Library charges a monthly non=resident fee not to exceed <br /> twelve dollars annually. For the Cannon Memorial Libraries, this <br /> agreement would not affect non-resident user fee requirements with any <br /> other of our neighboring counties. Those fees will continue to be <br /> charged. <br /> The primary reason for this proposal is to enable the 8,400 <br /> residents of Kannapolis who live in Rowan County to have free access to <br /> the new Kannapolis Branch and all of the materials in that library. It <br /> should be a mutually beneficial agreement in that Cabarrus residents will <br /> have free access to library services in Rowan County, especially those <br /> who live close to the Landis Branch or who work in Salisbury <br /> Since the City of Concord and Cabarrus County currently operate <br /> their libraries under the cooperative agreement of September, 1984, I am <br /> requesting that approval of this reciprocal borrowing agreement be <br /> granted by both the Board of Aldermen of the City of Concord and the <br /> Cabarrus County Commissioners upon the recommendation of the Cabarrus <br /> County Library Trustees. <br /> <br /> <br />
