Legislative Findings and Purposes <br /> <br /> (c) It is therefore declared to be'the PO]icy of the State to promote the right <br /> to gainful employment opporlunity private industry the prevention and <br /> control of the pol]ution ofthe air. land and waters ofthe State, and the safely, <br /> morals and health of the people of the State, and thereby promote general <br /> we]fare of the people of the Slate, by authorizing counties to create county <br /> authorities which shall be political subdivisions and bodies corporate and <br /> politic of the State. These bodies are to be formed {il to aid in the financing of <br /> industrial and manufacturing facilities for the purpose of alleviating unem- <br /> ployment or raising below average manufacturing wages by financing indus- <br /> trial and manufacturing facilil ies which provide job opportunities or pay better <br /> wages than those prevalen! ~n the area and liil to aid in financing POllution <br /> control facilities for industry in connection with manufacturing and industrial <br /> facilities and for public utilities: provided, however, that it is the policy of the <br /> State to finance only those facilit les where thete is a direct or indirect fak'orable <br /> impact on employment or an improvemenl in lhe degree of prevention or <br /> control ofpoilutio~ commensurate with the size and cost ofthe facilities.
