I
CA BARRUS COUNTY '
PLANNING DEI'ARTMENT

Post Office Box 707

CONCORD, NORTH CAROLINA 28025

MEMORANDUM

TO: Mr. Charles D. McGinnis, County Manager
FROM: Thomas B. Robinson, Planning Director .~/~f~
DATE: January 29,1986

SUBJECT: Consideration Of Ortho and Topographical Mapping
Project Proposals

In follow up to the above referenced project two County
Commissioners and several County Staff Members have had an
opportunity to review both companies submitting proposals. Either
firm can do excellent work. The tour of each firm only strengthened
this assessment. Regardless of which firm is chosen I recommend that
the County undertake to do both ortho and topographic mapping. The
ortho photography is absolutely essential to the development of
accurate cadastral (tax) maps. On the other hand the topographic
mapping will provide invaluable.information for property appraisal,
planning, engineering and utility development.
Provided on the attached sheet is a summary of the total project
cost by phase and corresponding fiscal year. These figures are also
broken do~,m by work element and jurisdiction responsibility. I
recommend that a multi-year contract be awarded with actual completion
of each phase being contingent upon funds being appropriated for each
phase and fisal year. The required dollar amounts are sho~,~ on the
attached sheet.
The City of Kannapolis has agreed to particate in this project.
The City of Concord and Town of Harrisburg have not stated whether
they will participate. At this time the County would need to enter
into a signed contract with the City of Kannapolis since they would
be receiving mapping work during the first phase. Similar contracts
would need to be entered into with Concord and Harrisburg before
Phase II work was begun. If any jurisdiction chose not to participate
then topographic mapping in that area would be deleted from the work
schedule.
