NOTICE OF PUBLIC HEARING AND INTENTION TO SUBMIT TO THE DEPARTMENT OF COMMERCE AN APPLICATION FOR APPROVAL OF AN INDUSTRIAL PROJECT The Cabarrus County Industrial Facilities and Pollution Control Financing Authority (the "Authority") has determined to issue its revenue bonds in the principal amount of not more than $4,300,000 for the financing of all or a portion of the cost of an industrial project on.behalf of Concord Farms, Inc., a North Carolina corporation (the "Company"), and intends to submit to the Secretary of the Department of Commerce an application for approval of the project if the issuance of the revenue bonds and the nature and location of the project are approved by the Board of County Commissioners of the County of Cabarrus, North Carolina. The project consists of the expansion of an existing duck processing facility located at 862 Harris Street, N.W. in Concord, Cabarrus County, North Carolina. Such expansion will involve the acquisition of additional land, the construction of offices, additional buildings, a research and development facility, the expansion and enlargement of freezer and blast freezer facilities and feather processing facilities and the installation of certain equipment in the foregoing (the "Project"). The approximate cost of the project is $4,300,000 and the maximum aggregate principal amount of bonds proposed to be issued by the Authority is $4,300,000. The project will be owned and operated by the Company and will create approximately 43 jobs. The Authority entered into a Memorandum of Agreement with the Company dated october 24, 1985, committing the Authority, upon the satisfaction of the terms contained in such agreement, to issue its revenue bonds on behalf of the Project. Please take notice that the Board of County Commissioners of the County of Cabarrus will hold a public hearing in the Commiss- ioner's Meeting Room of the Cabarrus County Courthouse, Concord, North Carolina on March 10, 1986, at 1(~00 o'clock, A.M., at which any person may be heard regarding the proposed issuance of such revenue bonds and the nature and location of the Project. Following the hearing the Board of County Commissioners intends to consider and take action on proposals to approve the issuance of such revenue bonds and to approve the project i~ principle. Any person wishing to comment in writing on the proposed revenue bonds, the Project and the submission of the application in connection therewith should do so, within fourteen (14) days after the date of publication of this notice, to.the Authority at P. O. Box 707, Concord, North Carolina 28025, Attention: Chairman,
