The shelter care facility will serve as an alternative to and diversion from present or future involvement in the criminal Justice system and/or detention. The ultimate goal will be to reduce the incidents of Juvenile crfiae in the community. STATEHENT OF HEASURABLE OBJECTIVES: 1. Provide an emergency residence for 75 percent of all children determined by service workers to need such care (5 children will be cared for at one time and 20 to 30 will be cared for on an annual basis). 2. For 60 per cent of all children who enter the program, prepare for long-term placement within 90 days of the entry date (preparation is defined as stabilization of the chlldfe behavior to a point where he ia ready for placement and development of a long-term care plan - preferably in the chlldfs o~nl home). 3. Of the children involved in this program 50 per cent viii achieve successful adjustment for six months following long-term place- ment. Lutheran Family Services will keep a file on each child to monitor his placement at the Shelter Care and will prepare a behavior/ attitude sugary on each resident following termination of placement. For each resident who stays long enough, Lutheran Family Services will formulate a Plan of Care stipulating Purpose of Placement and including time oriented goals.
