McGinnis <br /> Cabarrus County Manager <br /> Courthouse, Box 707 <br /> Concord, North Carolina 28025 <br /> <br /> Dear Mr. McGinnis: <br /> <br /> office of Management and Budget Publication A-87 requires <br /> that a new cost allocation plan be developed each year, <br /> Therefore, we propose to prepare your 1986 cost allocation plan <br /> update for a fee as indicated in the attached contract. Our firm <br /> is continuing to expand our line of services, and we are <br /> therefore able to again contain fees by allocating our overhead <br /> and fixed costs over a wider base. <br /> <br /> We are continuing to explore methods of increasing revenues, <br /> primarily in the areas of user fees and charges to Enterprise <br /> Funds. We have recently completed engagements in several <br /> counties, and it is still apparent that significant revenues are <br /> available by charging full costs for services such as' landfill <br /> operations, EMS, planning, 'zoning, 'inspedtiqns,''environmental <br /> health, etc. -:.'. <br /> <br /> Additonally, Hal Scott is continuing t6 expand our personnel <br />management services and has completed engagements in Brunswick, <br />Craven, Cleveland, Wayne and Carteret Counties, and we are under <br />contract to complete personnel essessments, classification and <br />pay studies, etc. in several other localities.'' <br /> <br /> Please contact us if you would like to discuss any of these <br />important services.
