DEM staff will provide guidance to local governments or other <br />authorities regarding means to protect watersheds from nonpoint <br />sources. DEM will also conduct any sampling necessary to support <br />a reclassification request as is the current practice. However, <br />it is the responsibility of the local authority to develop the <br />local land mana§ement program for consideration by the EMC as <br />part of the reclassification process. <br /> <br /> Future classifications of waters from Class C or B to Class <br />WS-III will receive close scrutiny. Dischargers to these waters <br />may be required to conduct special monitoring and evaluations to <br />ensure that there is no adverse effect on the water supply. The <br />authority requesting the reclassification may also be asked to <br />submit information on other potential water supply sources and <br />their rationale for selecting a source which would be Class <br />WS-III.
