August 4, 1986 <br /> <br /> CABARRUS COUNTY GRAND JURY <br /> ~NSPEC~ION TOUR <br /> CABARRUS COUNTY JAIL <br /> <br />The members of the Cabarrus County Grand Jury found the county jail to be <br />in our opinion clean, neat, well supervised, and unique. The following <br />is a list of certain areas which we felt were especially important: <br /> <br /> (1) Designated cells for men, women, juveniles, and homosexuals; <br /> keeping them separated is an excellent idea. <br /> <br /> (2) Maximum security. We were very impressed with the monitoring <br /> system and how each cell could be watched at all times. <br /> <br /> (3) Management. We were very impressed with the management and <br /> the security. We felt they were very alert and responsive. <br /> Everything seems organized. The monitoring system was very <br /> managed. The processing order seems very well managed and <br /> organized. The jail atmosphere seems to be up to par according <br /> to the circumstances for its purpose. <br /> <br /> (4) Meals. The meals are posted for one month at a time. The <br /> meals seem very well b~lanced.and planned. ~We were very impressed <br /> with the~Firs~ Assembly:doing: th~se.preporations. :: . <br /> <br />The jury's overall impression-of the facility was favorable'good, but we <br />feel thel~ail.:is o~ercrowded.~e-feel theT~aillneeds more space for <br />prisone[s hnd for the peopl% who.mhna~e-the~jail 'esPecially the area' -- - <br />where monitors and phones are at. <br /> <br />We would especially like to thank Stowe Cobb and the jail staff for their <br />cooperation and information during the tour_ <br /> <br />Debra Amburn ' <br />Grand Jury Foreman <br /> <br /> <br />
