Lentz <br /> Chairman of Cabarrus Board of Com~lssioners <br /> Post Office Box 707 <br /> Concord, North Carolina 28025 <br /> <br /> Dear Chairman Lentz: <br /> <br /> Enclosed you will find two copies of the grant agreement for the <br /> Community Development Block Grant' (CDBG) program. Please execute both <br /> copies of the grant agreement and return one copy to the Division of <br /> Community Assistance. Both the grant agreement and the funding approval <br /> should be signed by the chief elected official. <br /> <br /> In reviewing the grant agreement, particular attention should be given <br /> to the funding approval, since it specifies the conditions that must be <br /> satisfied before your community can undertake any grant activities. The <br /> environmental conditions are noted in Block 4 and have particular <br /> significance since mo funds can be obligated, expenses incurred, or money <br /> spent on projects until funds have been released. If your community <br /> obligates funds, incurs expenses, or spends funds without ~rritten permission <br /> from NRCD, these costs will be disallowed. <br /> <br /> Block 5 "Additional Conditions" indicates other requirements that also <br /> must be satisfied prior to the obligation or expenditure of funds. Both the <br /> environmental conditions and the additional conditions must be satisfied <br /> prior to obligation of funds, incurring of costs, or expenditure of funds <br /> for the projects covered. <br /> <br /> Attached is a copy of CDBG Bulletin 86-9 regarding compliance with the <br /> fair housing requirements of the CDBG program. The form entitled <br /> "Recipient's Plan to Further Fair Housing" which is enclosed with Bulletin <br /> 86-9 should be completed and returned to L.C. Cooper within 45 day~ of the <br /> date of this letter. <br /> <br /> For your information ye have attached the clearinghouse review comments <br /> for your project(a).
