The Poplar Tent site finished first in two categories, second in two <br />categories and third in the other category. The Philip Horris site also <br />had two first place finishes, one second, one third and finished last in <br />the social impact category as a result of it's closeness to the City of <br /> <br />Concord. The third place finishing site, Charlotte Hotor Speedway, <br />finished second in one category, third in three others and last place in <br /> <br />terms of cost. The Harrisburg site, while least costly, finished fourth <br />with two fourth place finishes and two fifth place finishes; those last <br /> <br />place categories being least contributing to the Cabarrus County economy <br /> <br />and least likely that land would be available. The Coddle Creek site had <br />one second place finish, three fourths and one fifth; the fifth place <br />category Being the most environmentally sensitive. <br /> <br /> The outcome based on the matr£x is reasonable. Because of the <br />location of the Poplar Tent site relative to other areas in the vestern <br />part of the coun~-y already inhabited as-yell as its good access,-via the <br />interstate, the site is an excellent one for a potential airport. The <br />Philip Horris site, while close to Concord, looses some of its appeal <br />because i~, perhaps, is too close based on concerns that are reflected in :. <br />the site selection matrLx - those concerns consistently voiced by those <br /> <br />Cabarrus Countians who attended the site meetings, l~hile by virtue of <br />that location, within the City limits of Concord, the Philip Horris site <br />contribution to the economy of Cabarrns County is great, the difference <br />reasoned by the matrix for this categoz-y is not great between the close <br />second and even third place finishes of the Charlotte Honor Speedway and <br />Poplar Tent sites respectively. These are all based on access along the <br />major hlghvays and the proximity to users. Both Coddle Creek and <br />Harrisburg finished poorly in this category because of their relative <br />distance from Kannapolis, in the case of harrisburg and from Concord in <br />the case oi Coddle Creek. <br /> <br /> ~hile land availability is act~ally a negative issue in this s~udy due <br />to the likely high cost in land purchase prices and the likely <br />un~illtn~ness of many property o~mers to sell, the Poplar Tent site is <br /> <br /> <br />
