McGinnis <br /> Blair D_ Bennett <br /> <br /> DATE: November 13, 1986 <br /> RE: Law Enforcement Special Retirement Allowance <br /> <br /> Cabarrus County adopted a uniform job classification, <br /> salary, fringe benefits, and personnel ordinance in August, <br /> 1977. Prior to the adoption of this uniform personnel / <br /> ordinance, various employees in differing departments were <br /> treated quite differently as far as pay, job <br /> classifications, holidays, vacations, sick leave, and <br /> retirement benefits attributed to these employees. At that <br /> time the commissioners' intent was to see to it that all <br /> employees of Cabarrus County were treated uniformly and <br /> consistently in the administration of the conditions of <br /> employment with Cabar-rus County. <br /> <br /> Succeeding commissioner membership on the Board has <br />applied this same concept ss it relates to personnel <br />employed by the County, and · continuing effort has been <br />made to see to it that ell personnel policies and practices <br />remain uniform and consistent. <br /> <br /> The State of North Carolina passed a mandatory <br />enforcement speciel Retirement Allowance effective <br />January I, 1987 covering ell law officer personnel. <br />Based on a review of the 400 full-time county employees <br />approximately 20 persons meet the criteria for the special <br />separation allowance. If in the unlikely event all 20 <br />elected to take advantage of the early separation allowance, <br />the maximum cost to the County would be approximately <br />$65,000 annually, or about $3,250 per person. Because this <br />is n supplemental allowance only, it would not be <br />advantageous for everyone to elect this option since the <br />monthly benefit to the employee could be aa iow as $38. <br /> <br /> As s result we foresee a more realistic estimate of <br />only 5 to 10 employees electing this option thereby reducing <br />the County cost to approximately $24,000 annually to <br />administer this program. The cost for the Initial six month <br />period January I - June 30, 1987 of this program would be <br />estimated et $6,800. <br /> <br /> <br />
