I

November 12, 1986

Mr. Charles McGinnis
County Manager
P.O. Box 707
Concord, North Carolina 28025

Re: Preliminary Cost Estimate
Coddle Creek Reservoir

Dear Charles:

This letter confirms our telephone conversation regarding a preliminary
construction cost estimate for the proposed Coddle Creek Reservoir as
shown on the plans prepared by Peirson & Whitman.

This Construction Cost estimate is based on our cursory review of the
drawings of the proposed facilities. As mentioned, this estimate was
made without geotechnical information regarding dam fill material,
foundations, etc. Further, this cost estimate is for construction only
and does not include land and right-of-way costs, any utility relocation
costs, legal, administration, engineering or other technical services.
It is understood that this estimate is to be used for budgeting purposes
for a proposed bond vote.

Based on the foregoing, the preliminary Construction Cost estimate for
the dam, spillway, reservoir clearing, intake structure, pump station
and hydroelectric facilities is $16.5 million. Also as requested,
without the hydroelectric unit the estimated Construction Cost is $14.5

We hope this information is helpful to Cabarrus County in pursuing the
development of a long term water supply to serve the needs of the
citizens.

Very truly yours,

HDR Infrastructure, Inc. of North Carolina

Robert E. Linkner, P.E.
Vice President
