Cook, Jr. <br /> Director <br /> <br /> l~ovember 25, 1986 <br /> <br />TO: ' Charles HcGinnis, County Manager <br /> \ Y I J <br /> J~ Cook~ Social Se~ces D~recto~ <br />SUBJECT: Approval for Grant Application <br /> <br /> I would like to request of the Board of County Co~issioners at its <br />12-1-86 meeting, approval to apply to the Area Agency on Aging at Centrslina <br />Council of Governments for a grant for our provision of Respite Care Services in <br />Cabarrus County. <br /> <br /> Last summer, the General Assembly appropriated $300,000 in 87.5% Federal <br />funding to the N. C. Division of Aging Services for the provision of Respite <br />Care Services. This service provides periodic relief to unpaid ca:egivers <br />who have responsibility for care of patients who cannot be left alone due to <br />mental or physical .impairments. The service can be provided in the home by an <br />aide or in a domiciliary care facility, as appropriate. The service includes <br />training, counseling and referral services to the caregiver. Eligibility of <br />recipients must be determined and cost-offsetting fees most be collected on a <br />sliding scale basis. <br /> <br /> If we are successful in securing the grant, it will be our plan to contract <br />with either the Hospital Home Health Agency or the Health Department Home Health <br />Agency for the provision o£ aide services. A half-tlme social worker would need <br />to be engaged at the Department to determine eligibility, do assessments, <br />provide caregiver counseling, schedule services, and otherwise coordinate the <br />program. We will provide 1040 units of service to approximately 50 persons. <br /> <br /> We would like to apply to the Area Agency on Aging by the 12-3-86 deadline <br />for a grant of $9815. This would be used toward total program expenses of <br />$14,021 with ~2801 in revenues coming from client fees and $1402 constituting <br />the local match requirement. This local match requirement can be met without <br />the appropriation of additional County funding through the utilization of <br />unanticipated additional Older A=ericans Act Title III revenues which will be <br />received by the Department this year. <br /> <br /> We feel that this represents a much-needed service within our comunity. <br /> Thank you. <br /> <br /> <br />
