CABARRUS COUNTY
Department of Social Services
P.O. Box 668

Concord, North Carolina 28026-0668

Jame~ F. Cook, Jr.
~l E l~! 0 R A N D U ~! D~ee~or

TO: Blair Bennett, County Finance Officer
FRO~i: Jim Cook, Social Se;vice' DireCts{
DATE: December 31, 1984
SdBJECT: Attached Budget Amendment Request

Attached is a budget amendment request which ~uld add $23,310.00 in
100% State funding to the Social Service Budget for Child Day Care Services.
I would like to ask that it be considered at the first January meeting of
the Board of Commissioners.

We purchase Day Care for low-income qualifying families primarily
where this service is needed to permit the parent to be employed or to
receive training leading to employment. Host of our day care recipients
are able to avoid or lessen welfare dependency by virtue of having this
service.

We have needed additional State/Federal funding to expand the Day
Care Services which we are currently able to provide. There has been a
steady increase in demand, lye have recently had a waiting list with up to
twenty (20) children on it. The new school system aftor school program is
anticipated to add to this demand as is the new Employment and Training
Support Service we are getting under way for AFDC mothers.

~e currently have the capacity to provide services to ninety (90)
children at any given time.

Recently, we requested additional funding of about $S0,DDD.00 from
the State for use in expanding services, particularly in connection with
the after school program and our ney Employment and Training Support
Service.

The State has allocated us this additional $23,310,00 in response to
this request. This funding is earmarked for recipients of the Employment
and Training Support Service who receive AFDC. The availability of this
funding, however, will allow us to expand Day Care Services in general.
Me anticipate that up to thirty ($0) additional children could be served.

Please advise me if I can provide additional information.

Thank you.

JFC/hjb

Charles ~IcGinnis
CCi
