SCOPE OF SERVICES <br /> <br /> FOR <br /> <br /> CABARRUS COUNTY HEALTH DEPARTHENT <br /> <br /> Yeasibllity Study <br /> <br />Objective: To provide an accurate, technical, and economic analysis comparing <br /> the various solid waste management alternatives and to identify the <br /> best solution to the communities' solid waste disposal problems. <br /> <br />Scope: In general, the following scope has been developed in order to <br /> satisfy the requirement of the EPA and applicable local status. <br /> <br />Task A: Background survey, data gathering, and composition analysis of the <br /> solid waste stream. <br /> <br />Task Establish current and projected solid waste management practices, <br />Objective: costs, quantity, characteristics and composition. <br /> <br /> Basic to the planning of a solid waste management project is the <br /> projection of solid waste quantities and composition. This task <br /> requires data collection, a landfill monitoring program, waste stream <br /> composition studies and projections and verification of the <br /> information provided by Cabarrus County. the statej and in prior <br /> studies. <br /> <br /> Data Collection: <br /> <br /> This phase will assemble and inventory the following: population and <br /> economic data, collection operations, disposal methods, landfill <br /> operating records and waste generators. Interviews with area <br /> planning organizations, municipal officials, private refuse <br /> collectors, selected industries, institutions and landfill operators <br /> would provide the needed background information for verifying <br /> existing solid waste quantity and characteristics. The county will <br /> assist in providing population and economic data collection <br /> operations, disposal methods, landfill operating records, and waste <br /> generators. <br /> <br /> Landfill Nouitoring <br /> <br /> Monitor landfill operations to inventory wastes accepted on a weekly <br /> basis concurrently at the landfill sites, All vehicles using the <br /> sites will be identified based on type of vehicle (compactor/non- <br /> compactor), waste type, full load percentage. This information <br /> provides the data to characterize the waste stream into household, <br /> co~erctal, institutional and industrial classifications. Special <br /> ~astes such as sludge will also be identified. The firm submitting <br /> proposal should detail their method for determining composition of <br /> waste stream and detail expected degree of accuracy in these <br /> projections. <br /> <br /> Hauling distances viii be obtained in order to determine <br /> transportation cost to landfills. <br /> <br /> <br />
