Hunter Letter of March 8, 1985 in reference to <br /> County take over of Cannon Water and Sewer System for <br /> Roberta Area <br /> <br /> In response to your inquiry concerning the above referenced subject, I have <br />talked with Mr. Melvin Rape, Assistant Chief Engineer for Cannon Mills, about <br />the county taking over this system. <br /> <br /> Mr. Paul Watson, the county's consulting Engineer with HDR, and I talked <br />extensively with Mr. Rape about this subject last summer. At that time, Paul <br />and I came to the conclusion that the take over was basically a break even <br />situation for the county except that the sewer system did have excess capacity <br />that could be utilized as well as considerable salvage value. The sewer system <br />is in excellent shape while the water system is in poor condition and in need <br />of replacement. The thirty residents on this water system will have direct <br />access to the county's new water system and this old system should be abandoned <br />when the county system is operational. The sewer system is near Coddle Creek <br />and should be tied onto the Coddle Creek outfall line when constructed. <br /> <br /> Given the opportunity to discontinue a private water system, the excellent <br />condition of the sewer system and the revenues from user charges being sufficient <br />to offset expenses, Paul and I were in favor of the county accepting this system <br />provided details were satisfactorily worked out. <br /> <br /> In trying to negoitate these details, we came to a problem in that Cannon <br />Mills wanted to sell the county the land where the package treatment plant was <br />located, lhis term was unacceptable and the matter was dropped at that point. <br /> <br /> In the last month the subject of county take over of the Roberta system has <br />again come up in discussions of needed rights-of-way from Cannon Mills for the <br />county water system. If Cannon Mills will turn over the subject system as <br />indicated in Mr. Hunter's letter and will also agree to help cover any operational <br />deficits over a certain time period due to system fails, etc., then I would <br />recommend that the county agree in principle to take over this system with the <br />details to be worked out in the near future once our County Engineer is on board. <br /> <br /> <br />
