The IBM 5525-021 was determined to be the superior word
processing system in terms of price/performance. It is the
- only bid that met all specifications. The Data Processing
Manager attended demonstrations on ell the vendors'
equipment except for one, and the IBM machine was judged to
be faster, easier to use, more powerful, and possessing the
clearest video monitor. It is a legitimate computer with a
shared processor that is the Iow end of a large machine, not
the top end of a small machine or a network of personal
computer type machines_

IBM's local references were impressive, including the City
of Charlotte, Duke Power, NCNB, Harris Teeter, Ford,
Carolina Freight, and many others.

One of the biggest factors in selecting the IBM equipment
was the fact that late in 1984, the North Carolina
Department of Human Resources, Division of Social Services,
awarded a contract to IBM for four of these same IBM 5500
Word Processors. Their stated intent ie to put all counties
that have this same equipment online to the state network.
We need this equipment to be able to fully participate in
this network.

The Coudty already has a substantial investment in IBM
personal computers and other word processors worth over
$90,000.O0, and the selection of this system affords us the
ability to connect these devices to it. This is the only
system that allows our present equipment to function as
terminals to the word processor, reducing the cost of adding
additional terminals.

Other factors influencing this decision were the possibility
of cost displacement with the planned involvement in the
state network, etatewide DSS reporting, possible statewide
fund matching, and the higher resale value of IBM equipment.

Da~a Processing Manager

Jsmc~lF.
