I
CABARRUS COUNTY

CONCORD, NORTH CAROLINA 2B025

TO: Mr. Charles McGlnnls

hrey, Sr.

. ~UBJECT: Reco~endations for changes at Cabarrus Ambulance Service

DATE: April 5, 1985

Please consider the following areas for update of or addition to the
operation of the ambulance service.

1- I would recommend an increase in the base rate charge for an ambulance
call of $29.00. This would be the first increase since 1980. This
would make the cost of a one-way trip $60.00 and would
put
charges
our
in line with surrounding counties. R~y.~.}. 1~ G0
2- I recommend to the couuty commission the ~proval of the attached
"Agreement for Mutual Aid Regarding Emergency Hedical Services in the
UpM~-- State of Nerth Carolina", The agreement and its attachments are self
explanatory.

3- Use Article 9B of Chapter 44, Liens, entitled '~ttachment or Garnishment
and Lien for Ambulance Service in Certain Counties" to collect certain
outstanding ambulance b//la. Average collection rates for county owned
~-~ ambulance services is about 64%. Cabarrus County's collection rate
averages about 69Z. This percentage could be improved by garnishment
or lien if appropriate. A copy of Article 9B is attachment #2.

4- Use Section 14-111.2 or 14-286.1 (attachment ~) to curtail unnecessary
trips to transport drunks. The use of 14-111.2 would require legislation
at the state level to include Cabarrus County.

5- Establish a full-time convalescent response unit to handle only non-
emergency transfers for the hsopital, nursing homes and individuals when
full emergency capability is not required. These positions are requested
in the 1985-86 budget.

B~}l,Sr./gn
Attachments
