North Carolina 27611 ' '
(919) 733-5013

IlL General Comments/Concerns: Make. any observations aboutthe project's progressin raachingits objectives.
Indicate any areas ofconcern.

The temporary shelter ~are is the only placement resource in Cabarrus County for
severe behavior problem children. It definitely meets a need in this county of
89,000 people. We feel we are reaching our objectives in most all areas.

· ~e do feel some of the children have severe problems and we are not finding long-
term placements available for them. We observe more Often that disruptive
...... ~ ..... beha~i6r~"effe 'mOre 'i~'g?'~i~a~th~fi 'tfi~fiffi~h~ ~e~i~s~'P~ihe~ ~r~q~ly"~'~fia~'~ ~ ......
just prior to the time the children are to leave the program, that they will not
be accepted in group care or institutional child care prograJnS because they feel
the children "will not fit" into their program. Their acceptance or rejection
of an acbuission requires several weeks preparation to meet a&nission requirements
plus the time they require to make a decision on each child. Sometimes these
program have a waitiog list. In these situations, we must start the process
again; therefore, some children are having to stay longer than 90 days. Because
this is an emergency program, we are only a link in the chain of services needed.

Another area of concern is the runaway problem, tie frequently have children who
have been chronic runaway problems prior to placement and this behavior continues
while in the program.

Last year we noted difficulty in securing testing and counseling for the residents
in a timely manner. This year, we have sought to augment our program by -
(1] including the cost of testing in the budget to help eliminate the time factor
and to begin positive help sooner for the residents; (2) by incorporating the Plan
of C~re and Family Counseling Sessions as new Project Activities to help meet this
need. lye will continue to use the Hental Health Clinic for individual and peer
group counseling.

Report completed by Carolyn J.
