Lentz Cbelrman~ Cabarrus County Commissioners Post Office Box 664 Concord, North Carolina 28025 Dear Mr. Lentz: The Energy Division, North Carolina Department of Commerce cnrrently administers the l~'eatherization Assistance Program in 97 of the State's 100 counties. This federally f~ded program is ~signed to improve the thermal efficiency of homes ~cupied low-income~ elderly and handicapped citizens. The program is implemented loeall~ by means of contractual arrangements with a Community Action or other public, non-profit agency which then becomes responsible f~ ~e ~rehase and installation of materials such as weatherstripping, caulking, insulation and storm windows on the homes of eligible citizens. The agency is also responsible for perf~mi~ a final i~peetion of the homes to eheek the quality of work and aeeoun~bility of materiEs. Cabarrus County is one of the few eounti~ in ~orth Carolina which is not participating in IVeatherization at th~ time. lie feel that as the cost of living increases it becomes even more imp~tant to a~ist ~1 low-ineome~ elderly and handicapped citizens who are on a fixed income to reduce their ener~ consumption and their energy eos~.
