Lentz: <br /> <br /> The Energy Division, North Carolina Department of Commerce currently administers <br /> the ~?eatherization Assistance Program in 97 of the State's 100 counties. This federally <br /> funded program is designed to improve the thermal efficiency of homes occupied by <br /> low-income, elderly-and handicapped citizens. <br /> <br /> The program is implemented locally by means of contractual arrangements with a <br /> Community Action or other public, non-profit agency which then becomes responsible <br /> fo~ the lmrehase and installation of materials such as weatherstripping, caulking, <br /> insulation and storm windows on the homes of eligible citizens. The agency is also <br /> responsible for performing a final inspection of the homes to cheek the quality of work <br /> and accountability of materials. <br /> <br /> Cabarrus County is one of the few counties in North Carolina which is not participating <br /> in ~¥eatherization at this time. ~Ye feel that as the cost of living increases it becomes <br /> even more important to assist all low-income, elderly and handicapped citizens who are <br /> on a fixed income to reduce their energy consumption and their energy costs. Therefore, <br /> the Energy Division would like to request that the Cabarrus County Commissioners <br /> consider lending their support in helping to make the ~'eatherization Assistance Program <br /> available in your county.
