NORTH CAROLINA 28025 <br /> <br /> June 12, 1985 <br /> <br /> Dear Representative: <br /> <br /> As Chairman of the Board of Commissioners of Cabarrus County, I am writing <br /> to yon to encourage your support of Rouse Bill 411 and House Bill 1165. The <br /> Cabarrus County Board of Commissioners unanimously support these bills. Both <br /> of these bills deal with increased appropriations to the State Land Records <br /> Management Program. in the past few years, counties have felt significant <br /> pressure to update and modernize land records information, especially when it <br /> comes to accurately computing acreage and assessing ownership. The State <br />-- Land Records Management Program established in 1977, has given much needed <br /> assistance to counties in modernizing land records so that a detailed and accurate <br /> inventory of property parcels can be established and maintained. <br /> <br /> Through the State's Land Reocrds Management Program equitable taxation <br /> is achieved by identifying ownership of every parcel of property in the county <br /> and accurately computing acreages. The counties, therefore, have at their <br /> disposal, on a continuing basis, an accurate inventory of property parcels and <br />-- their values to assist them in setting tax rates. <br /> <br /> Cabarrus County feels an increase in the amount of matching funds provided <br /> for the counties through this program is warranted, especially at this time when <br />.... the focus appears to be on equitable taxation of property at the local level <br /> and how best to achieve itd' Passage of either of these two bills will help <br /> realize approximately $20,000 annually in State support on a matching basis to <br /> those counties interested in modernizing their land records. <br /> <br /> In addition to the benefits derived by the Tax Office, mapping accomplished <br /> under the Land Records Management Program also provides base maps and benefits <br /> for industrial development programs, county planning, water and sewer engineering <br /> and design, flood plain location, and soil identification, etc. <br /> <br /> Please note that the North Carolina Association of County Commissioners has <br /> adopted an increase in the Land Records funds as a secondary goal for this session <br /> of the General Assembly.
