I
CABARRUS COUNTY
D. epartment o[ Social Services
P.O. Box 668
Concord, Nor[h Carolina 280264)668
Jam~ F. Cook, Jr.
Di~ctor
June 12, 1985

~MOP, ANDLIH.

TO: Charles NcGinnis, County Manager
FRO~I: Jim Cook, Social Service DireCtor~(
Federal regulations and state policies for our programs require
that where we purchase services for our recipients or for the agency,
we do so under a contract with the provider. Examples include the
purchase of Child Day Care and Adult Day Care for eligible recipients
and the purchase of agency legal services from the agency attorney
appointed by the Board of Commissioners.

The forms used for these contracts are provided by the State and
normally designate the Director of Social Services as the party to
sign for the County.

These contracts are justified and provided for in the Department*s
budget. Rates of reimbursement for providers are normally set by the
State,

Any contract into which we enter must be officially preaudited by the
Finance Officer.

It is my understanding that technically, in order to sign such
contracts, I should be delegated authority to sign by the Board of
Commissioners. Stat~e'and federal program monitors and auditors have in
the past few years begun asking for documentation of this delegation
where the Social Service Director has been signing contacts.

I ~ould like to ask that I be delegated this authority prior to
7-1-85, if possible, as our existing contracts need to be renewed by
that date.

Please advise me if I may provide additional information.
