There- <br />fore, we propose to prepare your 1985 cost allocation plan update <br />for a fee as indicated in the attached contract. Our firm is <br />continuing to expand our line of services, and we are therefore <br />able to contain fees by allocating our overhead and fixed costs <br />over a wider base. <br /> <br /> We are continuing to explore methods of increasing revenues, <br />primarily in the areas of user fees and impact fees. We have <br />recently completed engagements in several counties, and it is <br />now apparent that significant revenues are available by charging <br />full costs for services such as landfill operations, EMS, <br />planning, zoning, inspections, environmental health, etc. <br /> <br /> Additionally, Hal Scott has completed personnel engagements <br />in Surry, Randolph, Henderson, Wayne and Carteret Counties, and <br />we are under contract to complete personnel assessments, <br />classification and pay studies, etc. in several other localities. <br /> <br /> Please contact us if you would like to discuss any of these <br />important services.
