Cameron Executive Assistant to the Cove;nor for Budget and Hanege~ent SUBJECT: Grants to Local Governments ~ater and Se~er Funding The 1985 General Assembly appropriated under Chapter 480 of the 1985 Session Lays (Senate Bill 2) ~60 million in each year of the 1985-87 biennium to support .~.~q_f~yffpercent of the nonfederal cost for water and sever construction projects of city and county Bovernmeuts. The funds are ~ to continue State assistance previously provided to local governments under the Clean Water Bond program in the construction of ~ater and se~er facilities. Under provisions of the Act,~he Office of Stat~ Budget and .~anagement is delegated responsibility for the administration and disbursement of the funds, The le islation re..uires that the funds_j~n_each year o~ the biennium be diet--ed o~llJ the ratio of the county populatlon t~ ~'~e total popu- lation of the State as of July 1~-I'984 nnd--(~)-[he rat~-~T~-~of the ~[ty population to the total population of the county as of July 1, 1983 vith boundaries as of July 1, 1984o In accordance vith this formula, you are advised of the a11ocatlon of funds for your area as specified in Attachment 1. The basic data used in deve- loping these distributions are included for your information. They represent the same estimates previously certified to the Department of Revenue for distribut[ng other State-shared revenue. F.~ds are available for these ~urposes effective July 1~ 1985 subject to the provisions ou~llued in Attachment 2.
