CABARRUS cOUNTY "
O Department o[ Social Services
P.O. Box 668
Concord, N~rth Carolina 28026-0668
James F. Cook,
Director
September 16, 1985

TO: Charles flcGinnis, County Manager~ f
FROM: Jim Cook, Social Service Directo _rL~_.~AI.V
SUBJECT: Attached Budget Amendment Request ~

Attached i~abu__~_~J!~ O~ind~n~_~!quest vhich adds additional State and
Federal funding-~th__e~ocial..Services..Budget_£o-----~_p-~-~rch~l~d~_a~-~_r_e
Service~-~;ould like to ask that the Board of Commissioners consider t~s"
req~e~as soon as possible.

~he State has allocated additional State and Federal funding for day care to
Cabarrus. This came about as the Legislature appropriated additional State
funding and changed the formula the State uses in allocating funding to counties.

This funding is utilized in purchasing Ch~ild Da~ Care Services for children
.in lgX_l_nc~e__~qualifying families primarily where the parents geed ~h-i's servi~-'
in order to be em~l~-~d.~-~k'~-hag~ been purchasing care for 100 to 120 children at
any given time.

Cabarrus County has been allocated $195,838 in State/Federal funding for FY
85-86. This is allocated in four quarterly allocations of $48,959 each. Each
quarter, any funding not expended reverts to the State (though it viii be
available in subsequent year allocations). As we vere not informed of this
higher allocation until August, we ~ill revert about $12,000, leaving $183,838.
This is ~53,5t6 more than ye were initially allocated and $30,235 more than the
$153,608 we anticipated and budgeted. ~e are thus requesting that $30,235 in
Federal/State funding be added to our budget for Child Day Care Services.

Depending upon how successful we are in entering into contracts with
additional providers and/or in expanding existing contracts, and how quickly
children can be enrolled, this additional funding~could.plo~ide._ser~ic_e_s...~P_~0~to__-
~. a~.d~!t~ipB~l' chll~ ~u$ing the remainder of the year.
Please let me know if I can provide additional information.

Thank you.

cc: ~lair Bennett, County Finance Officer
