The Director will respond to the request by furnishing a'Petltlon to be signed by those interested in receiving service. A minimum of 75% of all affected person= (property owners) must sign the petition for the project to be considered for funding. Funding of the project will be determined as follows: (Il Construction cost will be computed as ell necessary materials, labor, engineering, and administrative costs. (23 The cost for any lines larger than 6 inches, pumps, tanks, or master meters will be deducted from the construction cost. (3) The remaining cost will be divided equally by all ~f the affected properties. (4) For the project to be financially feasible, the cost must not exceed $1,500.00 per property owner. (5) The cost for extension of the line can be made aa .a lump sum payment or as equal assessments over a five year period, however if payment is over the five year period, interest aa shown in the Attached fee schedule will be charged. [63 In addition to the extension charge, a service connection fee based on the current rate scheduled will be charged for the meter installation. However, this fee would only be charged when the property owner desires to connect to the system. Extension can ba made to areas outside of the District. However, all affected parsons along the extended lines will be annexed into the District at the completion of the project. In special cases, where the cost of the project exceeds $1,500.00 per property owner, the property owners affected could pay the additional costs required. However, the maximum amount assessed against the property would be $300.00 per year for five (6) years plus Interest. Developed areas that have public water systems may become a part of the District and shall be addressed as new development.
