A regular meeting of the Board of Commissioners of the <br />County of Cabarrus, (the "Board") a county of the State of North <br />Carolina, was duly held on 3anuary 3, 1984, proper notice of <br />such meeting having been given as required by North Carolina <br />statutes, and minutes of such meeting have been duly recorded in <br />the Minute Book kept by me in accordance with law for the purpose <br />of recording the minutes of the Board. <br /> <br /> 2. ! have caused proper Notice of the Public Hearing <br />portion of such meeting to be published at least fourteen days <br />praor to such meeting and to be delivered Eo the Secretary of the <br />Department of Commerce at least three working days prior to such <br />meeting, each as required by Department of Commerce Rule Section <br />1E-.0204. <br /> <br /> 3. ! have compared the attached extract with the minutes so <br />recorded and the extract is a 5rue copy of the minutes and of the <br />whole thereof insofar as the minutes relate to matters referred to <br />in such extract. <br /> <br /> 4.
