WILLIAM L. MILLS, III

{704) 782-3315
January 13, 1984

blt. Charles 1,IcGinnis
Cabarrus County Manager
Cabarrus County Courthouse
Concord, North Carolina 28025

RE: Procedures of County
Commissioners in Con-
sidering Zonin~ Matters.

Dear Mr. McGinnis;

This letter confirms our conference regarding the procedure
the County Commission follows in considering zoning matters. You
informed me that the County Commission has adopted a policy of
considering all zoning matters, both petitions for rezoning of
specific tracts and textural amendments to the zoning ordinance,
at one regularly scheduled meeting held each odd numbered month.

This policy certainly assists the commission in managing the
flow of zoning matter and I fully endorse it's policy of limitin~
the number of meetings at which zoning matters may be considered.
Unfortunately, because the number of meetings at wbich zonin~
matters are considered is so few and the time between meetings is
so long, the existing policy bas helped to generate some
unreasonable delays and unfortunate coincidences of petitions to
rezone specific tracts, which often generate heated controversy,
with textural amendments to the zoning ordinance for the benefit
of the entire county.

In the interest of more dispassionate consideration of
%exLural amendments to the zoning ordinance, I request that you
ask the Commissioners to consider amending their present policy
to allow the Planning Staff, Planning Board, and others to sche-
dule and advertise zonin~ matters other than petitions to rezone
specific tracts to be heard at one of the Commissions regularly
scheduled meetings beld in even membered months. Thank you for
considering this request and for talkin~ with me.

~/ /', ~/I IIh

William L. ~lills, III

xc: Tom Robioson
