Charles 1,IcGinnis <br />Cabarrus County Manager <br />Cabarrus County Courthouse <br />Concord, North Carolina 28025 <br /> <br /> RE: Procedures of County <br /> Commissioners in Con- <br /> sidering Zonin~ Matters. <br /> <br />Dear Mr. McGinnis; <br /> <br /> This letter confirms our conference regarding the procedure <br />the County Commission follows in considering zoning matters. You <br />informed me that the County Commission has adopted a policy of <br />considering all zoning matters, both petitions for rezoning of <br />specific tracts and textural amendments to the zoning ordinance, <br />at one regularly scheduled meeting held each odd numbered month. <br /> <br /> This policy certainly assists the commission in managing the <br />flow of zoning matter and I fully endorse it's policy of limitin~ <br />the number of meetings at which zoning matters may be considered. <br />Unfortunately, because the number of meetings at wbich zonin~ <br />matters are considered is so few and the time between meetings is <br />so long, the existing policy bas helped to generate some <br />unreasonable delays and unfortunate coincidences of petitions to <br />rezone specific tracts, which often generate heated controversy, <br />with textural amendments to the zoning ordinance for the benefit <br />of the entire county. <br /> <br /> In the interest of more dispassionate consideration of <br />%exLural amendments to the zoning ordinance, I request that you <br />ask the Commissioners to consider amending their present policy <br />to allow the Planning Staff, Planning Board, and others to sche- <br />dule and advertise zonin~ matters other than petitions to rezone <br />specific tracts to be heard at one of the Commissions regularly <br />scheduled meetings beld in even membered months.
