An ordinance to re§uiate, restrict and limit, in the interest of the public health and safety, the deposit or discharge of certain substances into any sanitary sewer now maintained and/or owned by or Which may become the property of or Which may be leased to the County of Cabarrus, State of North Carolina. WHEREAS, the Federal Water Pollution Control Act Amendments of 1972, PL 92-500 (hereinafter referred to as the "Act") have resulted in an unprecedented program of cleaning up our Nation's waters; WHEREAS, the County of Cabarrus has al ready made and will continue to make a substantial financial investment in the regional wastewater treatment system to achieve the goals of the Act; and WHEREAS, the County of Cabarrus seeks to provide for the use of the regional wastewater treatment system by industries served by it without damage to the physical facilities, with6ut impaiment of their nomal function of collecting, treating and discharging domestic wastewater, and without the discharge by the regional wastewater treatment system of pollutants which would violate the discharge allowed under its National Pollutant Discharge Elimination System (NPDES) permit and the applicable rules of all governmental authorities with jurisdiction over such discharges. BE IT ORDAINED AND ENACTED BY THE BOARD OF COMMISSIONERS OF THE COUNTY OF CABARRUS, STATE OF NORTH CAROLINA BY ADOPTING THE FOLLOWING: Section I - Definitions. Unless the context specifically indicates otherwise the following terms~ as used in this Ordinance, shall have the meanings hereinafter designated: (a) "Biochemical Oxs~en Demand" (BOD) means the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five (5) days at 20°C, expressed in terms of weight and concentration (milligrams per liter). (b) "Board" is the Board of Commissioners of the County of Cabarrus, North Carolina (c) "Cits" means the City of Concord, North Carolina. (d) "COD" (Chemical Oxygen Demand) means the quantity of equivalent oxygen uti~ in the chemical oxidation or organic matter as measured by standard laboratory methods, as set out herein, expressed in parts per million. (e) "Cooling Water" means the water discharged from any use such as air conditioning, cooling or refrigeration, durin~ which the only pollutant added to the water is heat.
