(18) Any waters or wastes in which the total fixed solids <br />exceed 1,500 mg/l. <br /> <br /> {19} Any waters or wastes in which the ammonia exceeds 15 <br />mg/1. <br /> <br /> {20} Any waters or wastes containing amounts of chromium, zinc, <br />nickel, copper, or other heavy metals which are in an ionic or chemically <br />active state. <br /> <br /> {21} Any waters or wastes containing cyanide or other such <br />poisonous substances. <br /> <br /> {22} Any waters or wastes Containin§ suspended solids of such <br />character and quality that unusual attention or expense is required to <br />handle Such ~aterials at the waste treatment plant. <br /> <br /> {23) Any waters or wastes which, in concentration of any given <br />constituent of in quantity of flow, exceeds for any period of duration <br />longer than fifteen {15) minutes more than five {5} times the average <br />twenty-font {24) hour concentrations or flows during non, al operation. <br /> <br /> {24) Any water or wastes having an objectionable color which is <br />not sufficiently removable in the existing sewage treatment plant <br />processes to pass receiving.stream standards. <br /> <br /> {b) Limitations on Wastewater Discharges. No person shall <br />discharge or convey, or permit or allow to be discharged or conveyed, to <br />a public sewer any wastewater containing pollutants of such character or <br />quantity that will: <br /> <br /> {1} Not be susceptible to treatment or interfere with the <br />process or efficiency of the treatment system. <br /> <br /> (2} Constitute a hazard to human or animal life, or to the <br />stream or water course receiving the treatment plant effluent. <br /> <br /> {3} Violate pretreatment standards, as promulgated by the <br />United States Environmental Protection Agency in 40 CFR, Parts 403 and <br />128, the State of North Carolina, or the City of Concord, North <br />Carolina, or the County of Cabarrus, North Carolina. <br /> <br /> {4) Cause the treatment plant to violate its NPDES per~it or <br />applicable receiving water standards. <br /> <br /> {c) Special Agreements. Nothing in this section shall be construed <br />as preventing any special agreement or arrangement between the 8oard and <br />any user of the wastewater treatment syst~ whereby wastewater of unusual <br />strength or character is accepted into. the system and specially treated <br />subject to any payments or user charges as may be applicable. <br /> <br /> (d} No person shall discharge or cause to be discharged any stor~ <br />water, surface water, ground water, roof runoff, or subsurface drainage <br />into any sanitary sewer. No person shall connect, or cause to be <br /> <br /> -7- <br /> <br /> <br />
