IV. CONCLUSIONS <br /> <br /> The study process that the Commission pursued led to some general conclusions <br />that the Commission would like to present to the Board of County Commissioners. These <br />conclusions are: <br /> <br /> A. The proposed bond referendum for water line extensions is a reasonable first <br /> step in proyiding an important component of the infrastructure for residential <br /> and industrial growth. <br /> <br /> B. Cabarrus County should act as a lead agency in coordinating efforts to provide <br /> water and sewer resources throughout the county. <br /> <br /> C. Over the next two decades, Cabarrus County will experience growth pressures <br /> largely coming from its close proximity to Mecklenburg County and more <br /> specifically from its dose proximity to the burgeoning growth in the <br /> northeastern portion of Mecklenburg County. <br /> <br /> D. Growth pressures are more likely to be experienced by the western townships <br /> of Cabarrus County~ which are the ones most closely related to Mecklenburg <br /> County. <br /> <br /> E. Much of the pressure will be for residential development but employment <br /> opportunitites will also occur if infrastructure demands by industries can be <br /> provided by the County. <br /> <br /> F. In addition, growth that has occurred in the county has led to a deterioration in <br /> the quality of water available to the citizens of the county. <br /> <br /> G. Whether or not the bond referendum is passed, the County needs to devise a <br /> program for the implementation of the comprehensive water and sewer <br /> facilities plan. <br /> <br /> H. While adequate sources of water, water treatment capacities, and wastewater <br /> treatment facilities exist for present use demands, planning for additional <br /> water sources and treatment facilities should be given a high priority. <br /> <br /> Top priority should be given to locating, planning, developing, and <br /> implementing additional water sources. <br /> <br /> 3. To accomplish these goals, Cabarrus County needs to establish a financial plan <br /> that will result in an orderly implementation of the planned water and sewer <br /> facilities. <br /> <br /> K. The Study Commission appreciates the opportunity to study these issues given <br /> it by the Cabarrus County Board of Commissioners. <br /> <br /> 22 <br /> <br /> <br />
