An ordinance to regulate, restrict and limit, in the interest of the <br />public health and ~afety, the deposit or discharge of certain substances <br />into any sanitary sewer now maintained and/or owned by or which may <br />become the property of or which may be leased to the County of Cabarrus, <br />State of North Carolina. <br /> <br /> WHEREAS, the Federal Water Pollution Control Act Amendments of 1972, <br />PL 92-500 (hereinafter referred to as the "Act"} have resulted in an <br />unprecedented program of cleaning up our Nation's waters; <br /> <br /> WHEREAS, the County of Cabarrus has already made and will continue <br />to make a substantial financial investment in the regional wastewater <br />treatment system to achieve the goals of the Act; and <br /> <br /> WHEREAS, the County of Cabarrus seeks to provide ~r the use of the <br />regional wastewater treatment system by industries served by it without <br />damage to the physical facilities, without impairment of their normal <br />function of collecting, treating and discharging domestic wastewater, <br />without the discharge by the reglonal wastewater treatment syste~ of <br />pollutants which would violate the 'discharge allowed under its National <br />Pollutant Discharge Elimination System (NPD£S) permit and the applicable <br />rules of all governmental authorities with juFisdiction over such <br />discharges. <br /> <br /> BE IT ORDAINED AND ENACTED BY THE BOARD OF COMMISSIONERS OF THE <br />COUNTY OF CABARRUS, STATE OF NORTN CAROLINA BY ADOPTING THE ~LLOWING: <br /> <br />Section I - Definitions. <br /> <br /> Unless the context specifically ~ndicates otherwise the following <br />terms, as used in this Ordinance, shall have the meanings hereinafter <br />designated: <br /> <br /> (al "Biochemical Oxygen Demand" (BOD) means the quantity of oxygen <br /> utilized in the biochemical oxidation of organic matter under standard <br /> laboratory procedure in five (5) days at 20°C, expressed in terms of <br /> weight and concentration (milligrams per literl. <br /> <br /> (b) "Board" is the Board of Commissioners of the County of <br /> Cabarrus, North Carolina <br /> <br /> (c) "City" means the City of Concord, North Carolina. <br /> <br /> (d) "COD" (Chemical Oxygen Demand) means the quantity of equivalent <br /> oxygen uti~ in the chemical oxidation or organic matter as measured <br /> by standard laboratory methods, as set out herein, expressed in parts per <br /> million. <br /> <br /> (el "Color" shall mean the "true color" due to substances in <br /> solution which may cause any varl'atio~ in the hue of the receiving stream <br /> and is expressed in parts per million, <br /> <br /> (fl "Commercial/Industrial User" means a user not meeting the <br /> requirements of a "Residential User", <br /> <br /> <br />
