" ~ CABARRUS COUNTY
(..~ PLANNING DEPARTMENT

· · Post Office Box 707
~.~.~.~. CONCORD, NORTH CAROLINA 28025

MEMORANDUI4

TO: Charles D. McGinnls/County Manager
FROM: ThOmas B. Robinson/Planning Director ~6~ /~-(~
SUBJECT: Duplicate Street Names within the County
DATE: March 5, 1984

One of the work activities of the Planning Department is the elimination of
duplicate Street Names. Well over a year ago, the Board of Commissioners directed
the Planning Staff to try and secure voluntary agreement on road name changes
from affected property owners. This effort met a stonewall of resistance.
People who have lived on a roadway for a long period of time understandably are
not receptive to having the name of their street changed.

I have talked to a couple of people and read material where duplicate street
names have been successfully eliminated and the main approach has been to do
the renaming quickly. Develop new names and a methodology for which street will
carry the original name, then advertise a public hearing, hold the public hearing
and make the change. In neighboring Stanly County, they held public meetings
by township. They changed their duplicate street names before street signs were
put up and used the signs as leverage to change the street name. They would not
install a street sign until the duplicate street name was eliminated. I do not
know of any leverage we presently have.

About two months ago, I held a meeting with representatives of all the jurisdic-
tions within the County to go over the duplicate street name problem. The
concensus of the meeting was that only duplicate street names occurrin§ totally
within a jurisdiction should be eliminated. Later other duplicate street name
problems could be considered.

The Planning Staff needs to know how the Board of Commissioners want to proceed
on eliminating the duplicate street names within Cabarrus County. Attached is
a copy of the duplicate street names occurring in Cabarrus County's jurisdiction
only.

Attachment
