As study Objectives remain the same and all existing transportation <br /> operations have already been surveyed, this amended scope of services is <br /> intended to expand upon two areas in the original contract (demand <br /> estimation and service alternatives) and reformat the entire Carter-Goble <br /> Associates, Inc. (CGA) reporting effort to reflect the dual nature of the <br /> study product. It is anticipated that a single study report will be <br /> prepared, <br /> <br /> Task I: Demand Estimates <br /> <br /> Using the p~ocess set forth in the original scope of services, Task ~l - <br /> Needs Analysis and Demand Estimates, CGA will determine the demand for <br /> transportation services among the elderly, Iow income, handicapped, and <br /> balance of the population throughout Cabarrus County outside of the <br /> Kanlacon Area. This material will be added to Chapter 4, Demand Estimation <br /> (see Interim Report ~2). In order to carry out this task, the Cabarrus <br /> County Planning Commission will supply the required census data, censt~s <br /> tract maps, and any additional 'information required. This task will <br /> include a revision of the comparision between projected demand and existing <br /> services to reflect the change associated with the service area involved <br /> and the volume of projected transportation need and demand. <br /> <br /> ¢ <br /> <br /> Task 2: Service Alternatives <br /> <br />Service alternatives briefly sketched in Interim Report ~.2 will be <br />developed in greater detail and revised to set forth the volume of demand <br />these alternatives would meet and at what cost. It is recognized that <br />Cabarrus County has already opted for initiation of a ride-share match <br />program and human service agency coordination. As a result, only a minimal <br />effort will be expended in re-addressing other alternatives, unless the <br />added demand figures from rural Cabarrus County suggest consideration of <br />new or different alternatives. <br /> <br />Assuming ~he already selected ~lternative set (ride sharing program and <br />coordinated human service agency operations), CGA recognizes that the <br />definition of organizational alternatives (Task 6 of the original scope) <br />and the identification of legal, financial, and administrative constraints <br />(Task 7 of the original scope) will require very limited effort. As a <br />result, these items will be addressed only briefly under Task 9, Definition <br />of Operational Plan and Task 11, Implementation Plan of the original scope. <br />This reduction of effort from the original scope and contract agreement <br />makes it possible to assume responsibility for meeting North Carolina DOT's <br />TDP requirements at the extremely Iow cost figure quoted for this <br />amendment. <br /> <br /> <br />
