ROBERSON, dR.
SECRETARY

Mr. Charlie McGinnis~ County Manager
Cabarrus County Courthouse
Box 707
Concords North Carolina 28027

Subject: Proposed Secondary Road Construction
Improvements in Cabarrus County

Dear Charlie:

The 1994 session of the North Carolina General Assembly
appropriated a specia! allocation to be used in a discretionary
manoer for urban~ primary and secondary improvements. These
funds when used for secondary improvements are not subject to
the county formula allocation as provided by G.S. 136-44.5.

I am happy to advise you and your Board of County Corrmissioners
that the following secondary improvements are being scheduled in
Cabarrus County:

(1) SR 1173 (Caldwell Road) - grade, drain~ bases pave
and replace bridge. It was felt that since a portion
of this road was previously paved (from NG 49 to R/R
crossing) for industrial accesss the remaining segment
should be improved to provide for future accessibility
in the area.

(2) SR 1752 Ext. (No Name) - grade, drains base and pave.
This improvement will connect to existing paved roads
(SR 1752 and 5R 1731) to provide a connector which
should improve traffic flow in the area.

(3) SR 2459 (St. Paul's Church Road) - grades drain, base~
pave. One of the criteria being used in the utiliza-
tion of this discretionary fund is the improvement oI
secondary roads with low priority that provide access
to churches. This improvement will not only provide
the above access but also connect a main artery (US 52)
to Rowan County.
